City Council awards bids for road work

Reflecting the competition among contractors for steady work, C&D Hughes of Charlotte won contracts for two large road construction projects in Chelsea by bidding far below estimated costs.

The Chelsea City Council approved the bids May 27, noting that Hughes had done excellent work on projects in the city in 2006 and 2007.
The cost of the first project will be shared with the Downtown Development Authority because it takes place partly within the DDA district.
The city's portion involves Park Street from Main to East outside DDA limits; South Street from Garfield to Congdon; and sections of Wilkinson north of Wellington along with minor storm drain work.
The DDA will fund Main to East streets within DDA limits; resurfacing municipal parking lot behind the Common Grill and the courthouse alley, sidewalk and curb.
Hughes' total bid was $263,950.18, much less than the engineering estimate of $320,458.71.
The city will pay $154,813.57. In addition, the council approved a requested $15,000 contingency fund to guard against unforeseen circumstances.
"I just wanted to point out the coordinated effort that went into this project," City Manager John Hanifan told the council.
"With the DDA's help we were able to add this to the scope of the project, and (DPW chief Craig Maier and City Engineer Christine Linfield) were able to move quickly to do the DDA part."
The council also awarded Hughes the second road bid, for a much larger project through the Michigan Department of Transportation.
The scope of that project is to rebuild 1,100 feet of Railroad Street (Dexter-Chelsea Road), and McKinley Street from Jackson to Middle.
Utility upgrades include new storm and sanitary sewer and new water mains on Railroad Street.
Hughes' bid was $557,681.46, while engineering estimates had it pegged at $682,298.70. Federal funding of $208,600 will also be used.
Due to the larger total cost of the project, a contingency of only 5 percent - $28,000 - was sought and approved.
In other business, the council also approved changing the time of council meetings from 7:30 p.m. to 7 p.m.
They also authorized Police Chief Ed Toth Jr. to reclassify an existing patrol officer position to sergeant level to increase the supervisory capacity of the department.
