City to refund thousands to businesses

An error in metering for two large municipal water system users will cost the city almost $49,000.

The Chelsea City Council on Tuesday approved refunds of $29,255.04 for the Chelsea School District and $18,863.15 for the F.A. Kennedy Co. LLC of Jackson, owner of Polly's Country Market.
Director of Administrative Services Kim Garland explained that school officials brought the error to the city's attention in January.
The refunds will date from Jan. 28 this year back to when the meters were installed, which was Oct. 14, 2004 for Polly's, and Aug. 11, 2005 for the school district.
Six of the large compound meters are in use, but errors in reading the digits occurred in only these two.
"As a corrective measure, we will manually read these meters," Garland told the council.
"It had to do with the brand of meter and the technician installing the meter."
School Superintendent David Killips said Director of Operations Ron Livengood has been working with the city on the matter.
"We knew there was a concern, Ron worked with them immediately, and I appreciate them moving on it rapidly," Killips said.
